ALBERTO VILLA born Mexico City, September 16, 1967; admitted 1997, Mexico. Educacation: “Universidad Autónoma Metropolitana”, Mexico City (Industrial Biochemical Engineer, 1996); “Universidad Nacional Autónoma de México”, Mexico City (Master in Engineering, 2000); “Universidad Autónoma de Nuevo León”, Monterrey City (PhD in Biological Sciences with Specialty in Sustainable Development and Management of Wild Life, 2022-2024).

Member:“Colegio Nacional de Ingenieros Químicos y Químicos (CONIQQ)” certified as Expert in the Specialty of Environmental Protection. “Academia Mexicana de Impacto Ambiental, A.C.”LANGUAJES: Spanish and English.

Professional experience: From 1996 to 1998, Head of the Department of Environmental Projects at the National Institute of Ecology; from 1998 to 2008, Deputy Director of Environmental Licenses at the General Directorate of Air Quality Management and Emission and Pollutant Transfer Register, within the Secretariat of Environment and Natural Resources; from 2008 to 2013, Director of Hazardous Materials and Waste at the General Directorate of Integrated Management of Hazardous Materials and Activities of the Secretariat of Environment and Natural Resources; from February 2013 to September 2019, Director of Evaluation of the Energy and Industry Sectors at the General Directorate of Environmental Impact and Risk of the Secretariat of Environment and Natural Resources; since January 2024, he has been serving as Technical-Scientific Advisor for this Office.



  • • Participation as Expert Witness in the area of environmental impact before Arbitral Tribunal by a mining exploration company within the framework of the North American Free Trade Agreement (NAFTA), from 2020 to 2022, in Arbitration No. UNCT/20/1 (Mexico-New York).
  • • Participation as Expert Witness in the area of environmental impact, by the Government of Mexico before Arbitral Tribunal within the framework of the Agreement for the Promotion and Reciprocal Protection of Investments subscribed by Mexico and Spain, regarding and investment in a Confinement of Hazardous Wastes in Zimapan, State of Hidalgo, Mexico (Washington D.C., 2012).
  • • Participation as Delegate at “The Hazardous Waste Seminar and Workshop”, organized by the Environmental Program of the United Nations and the International Solid Waste Association (Buenos Aires, Argentina, 2012).
  • • Vice-president of the Committee of the Regional Center of the Basel Convention for Central America and Mexico (2010-2012).
  • • Member of the Work Group of Environmental Compliance and Adequate Management of Chemical Substances of the Environmental Cooperation Commission of North America (Dallas River and San Antonio Texas; Monterrey Nuevo Leon; Leon, Guanajuato 2010-2012).
